Article 5(3) of the Regulation obliges BEREC to issue guidelines on the implementation of National Regulatory Authorities’ obligations under the Regulation. BEREC has now updated and formally adopted the original 2016 Guidelines.

The draft Guidelines were published for public consultation, which ran from 10 October 2019 until 28 November 2019. BEREC received 52 responses from various stakeholders. In general, stakeholders welcomed the updated Guidelines. However, responses showed that there are still areas to be addressed. Stakeholders also continue to have opposing views on certain topics.

BEREC says that the received feedback did not justify any major changes to the Guidelines. However, it was clear that some further clarifications were needed, which have now been included.
