The PSA says that it expects the phone-paid services market to continue its transition into “a new landscape for consumers”. The business plan sets out the work the regulator is planning in 2020/21, including the development of a new Code of Practice.

The PSA is proposing a real terms flat budget, meaning it will have reduced its budget by 21% over five years. To support this, it is proposing an adjusted levy of 0.36% on out payments made by networks.
