BEREC says that over-the-top (OTT) services are of great value to consumers and businesses and have an important impact in the electronic communications market. However, due to the absence of legal competences for authorities under the previous Regulatory Framework, this impact has never been quantified.

In order to identify the metrics and indicators that national regulatory authorities collect to have a better understanding of electronic communication markets, BEREC plans to organise a workshop on harmonised OTT data collection at the end of 2020 and to publish a report in 2021.

BEREC says that the initial step is information gathering on different OTT parameters. BEREC has prepared two separate questionnaires addressed to providers of interpersonal communications service over the internet and to providers of video-streaming services. BEREC wants to understand from providers what information is collected internally and what definitions and methods are used. BEREC invites providers to request access to the questionnaires via email: pm@berec.europa.eu.

BEREC is asking for responses from interpersonal communication services providers by 22 May 2020 and from video-streaming service providers by 26 May 2020. To read BEREC’s announcement in full, click here.
