Ofcom has published proposals on the process for designating a universal service provider for broadband.

In March 2018, the Government introduced legislation for a broadband universal service obligation (USO), which will give eligible homes and businesses the right to request a decent broadband connection.

Ofcom is now responsible for the implementation of the USO.  In this role, Ofcom says that its primary objectives are to:

  • deliver the USO as quickly as possible, so consumers benefit as soon as possible;
  • ensure any designated provider can deliver services that meet the USO specifications; and
  • ensure that the cost of delivery is minimised.

The document focuses on the appropriate approach to the designation process.

The consultation closes on 15 October 2018.  Later this year, Ofcom says that it will consult on who should be designated as the universal service provider(s), as well as what universal service obligations should be attached to them.  To access the consultation, click here.
