Ofcom has reviewed the current range and quality of programmes for children across TV broadcasters and online content providers, and has identified three main issues around provision by public service broadcasters (PSBs). These are:

  • a lack of original, high-quality programmes specifically made for older children across all programme genres;
  • a limited range of programmes that help children to understand the world around them; and
  • a limited range of original, high quality children’s programmes that allow UK children of all ages and backgrounds to see themselves and their lives reflected on screen.

Ofcom says that as well-known and trusted voices in the media landscape, PSBs have a crucial role to play in producing world-class, entertaining and educational content for children. It is also in their commercial interests to attract younger viewers now to create the audiences of the future.

Ofcom has therefore written to the heads of the commercial PSBs, calling on them to revitalise their approach to how and what they offer to young audiences.
