Ofcom has published a consultation on proposals for setting maximum mobile “donor conveyance charges” for the period April 2018 to March 2021. Ofcom reviews these charges every three years.

Ofcom explains that a donor conveyance charge (DCC) is a wholesale payment that mobile providers charge each other in order to recover costs associated with the onward routing of calls to mobile numbers that have been ported. Porting enables consumers to keep their number when they switch from one mobile provider to another.

As in the previous DCC review, Ofcom is proposing to set a maximum cap on these charges of around 0.02 pence per minute, based on certain costs incurred by network operators of providing portability.

The consultation closes on 30 August 2017. Ofcom intends to publish a statement in early 2018, and the new charges would come into effect on 1 April 2018. To access the consultation, click here.
